The Long Road: 10 years of Community Discussion

Elmwood's master plan was adopted by the Board of Trustees in 1999. The township planning commission immediately went to work on a zoning ordinance to back it up. In the intervening 8 years the events bringing us to this public hearing take on an epic aura. The cast of characters, the permutations, setbacks, and successes read like a C.B. DeMille screen play. The process has engaged the services of 2 planning firms, 3 lead planners, 5 planning commission chairmen, and at least 20 different planning commissioners. The perception that the ordinance was being written to serve special interests helped cost two township Trustees and a Supervisor their re-election hopes.

That same Elmwood government endured the wrath of those they represented when the ordinance they proposed to adopt was rejected 3 to 1 in a referendum vote.

After an election where the voters cleaned house, a new planning consultant was hired, an entire planning commission was dissolved, a record financial outlay on the part of the township Board to fund consultants and extra planning commission work sessions was made, are we there? Have we arrived?
